Woman whose parking ticket ‘fell off windscreen’ refuses to pay fine

A woman says she would rather do community service than pay a parking fine she was given after her ticket came unstuck and fell off her windscreen.

Bess Revell paid £1.50 for a parking ticket at Swanpool Beach Car Park in Falmouth, Cornwall, back in June. However, when she returned to the car after enjoying the hot weather, she was greeted by a parking fine.

Despite her ticket falling off the windscreen, Bess insists it was still visible.

She has since been sent letters threatening court action if she does not pay the fine, reports Cornwall Live.

Bess, from Truro, said: “I legitimately paid and displayed a parking ticket at Swanpool Beach Car Park in Falmouth on June 22, paid for at the required amount of £1.50.

“I always buy a parking ticket as I couldn’t possibly afford a fine.

“It was a gloriously hot evening and after a long day at work, I enjoyed meeting a friend at Swanpool to relax in the early evening sunshine.

“When I returned to my car two hours later, I was faced with a parking ticket stuck to my windscreen. This was confusing as I had paid and displayed.

“As I investigated my car, I saw that the ticket had fallen onto the driver’s seat – visible if you looked in.

“Unfortunately, the adhesive provided by the ticket, was not sufficient to keep the ticket stuck to my inside windscreen in the extreme heat.

“So I returned home to appeal my parking fine and sent photographic evidence of the paid for and displayed ticket that I had knowingly left stuck to my windscreen.

“My appeal was thrown out and since then I have continued to receive letters of demand to pay not just the parking fee, but now court and solicitors’ fees on top.

“I attempted to resolve the issue via telephone but to no avail.

“The letters and court threats have continued and more recently an offer of paying my fees (£160) in instalments – if I give them my personal income and expenditures information.”

Bess says she went down to Swanpool to chat with the owner but was told it was nothing to do with anyone at Swanpool, and was instead to do with Armtrac Solutions which issued the parking fine.

She added: “My concern is that I am fairly robust.

“But for some of the patients that I work with in the local community – these bullish letters, demands for payment and court action could potentially be highly stressful and unmanageable.

“I won’t pay the fee until this is resolved in court. I would rather do community service than pay these companies. I bought a valid ticket and displayed it.

“It’s so sad that a local car park cannot work with a community member to resolve this issue.

“Instead, my time will be potentially taken away from my work – supporting the community with their health – to go to court.

“I hope that we can make others aware of the potential challenges when parking here and unfortunately how it has overshadowed the joy of relaxation after work at my local beach.”
