Birmingham has seen weeks of lockdown restrictions like the rest of country, having been on lockdown since November 5. But despite the tight rules in place, the city has seen infection rate continue to soar, at 360 cases per 100,000 people. In comparison, the national average is 217.6 cases per 100,000 in England.

Hospital admissions are also rising, with the number of covid patients topping 450 at the weekend – the highest since the first wave’s peak.

City MP Liam Byrne said the region was “fearing the worst” ahead of today’s announcement.

He added: “The government set out five different metrics, without setting out the thresholds for each or how they were weighted, but we agreed we need to plan for the worst and ensure the economic support that our city and region need is there.”

Birmingham council leader Ian Ward added: “We are clearly going into the tiered system now…the Government this morning were tight lipped on which.

“Like everyone else we are all aware of the five data sets that the government are using to make their judgement so can form a view – I wouldn’t want to second guess the Prime Minister.”

Birmingham is in Tier 3, along with the likes of Manchester, Leeds and Newcastle.

Earlier this week, the city council’s Dr Justin Varney, director of public health, warned Birmingham should “prepare for Tier 3”.

The news will come as a blow for many in the area, with pubs and restaurants forced to remain closed after the England lockdown lifts.

Health and Social Care Secretary Matt Hancock said: “Thanks to the hard work and sacrifice made by people up and down the country, we are able to move out of national lockdown and into more targeted local, tiered restrictions.

“I know for those of you faced with tier 3 restrictions this will be a particularly difficult time but I want to reassure you that we’ll be supporting your areas with mass community testing and extra funding.

“By following the rules together we can get out of these tough measures.”

What are the rules for Tier 3?

The current national restriction rules are still in place until December 2, but from midnight the rules will change to the three tier system.

In Tier 3, for areas with a very high or very rapidly rising level of infections, this will mean little change.

Rules include a ban on meeting people you don’t live with either indoors or at “most outdoor places” – including your garden.

Outdoors places where you can meet up, provided you follow the Rule of Six, includes parks, beaches, countryside accessible to the public, a public garden, grounds of a heritage site or castle, or a sports facility.

Bars, pubs, cafes and restaurants will have to close – although they can continue to provide takeaway or delivery services.

Hotels, B&Bs, campsites, and guest houses must also close.
