The R rate must be lower than one for the number of virus cases to be decreasing. Anything above one indicates COVID-19 is spreading again.
Northern Ireland has announced “small local clusters” means the crucial R rate has now soared way above the target level.
Over the past week it rose from between 0.5 and 1 to 0.8 and 1.8, according to the devolved government.
