PC GONE MAD: Woman furious after being fined £120 for feeding sausage roll to pigeons

The 22-year-old was originally given a £150 fine, but it was reduced to £120 if she paid in full within ten days. When Manchester City Council received complaints about the draconian and absurd measures they responded by saying, “feeding the pigeons is littering, plain and simple”. The young woman, called Kerris Fenn is from Cardiff and was visiting Manchester to see her brother.

On July 26 she sat down with her vegan sausage roll in the park and threw some crumbs to the birds.

She said: “I was eating a Greggs Sausage Roll.

“It was less than a mouthful left.

“The pigeons had gathered around.

“I thought it was quite sweet.”

The young woman who works for a media marketing company added: “I just really like animals, I’m a vegan.

“I ripped it into tiny pieces.

“I tried feeding the crumbs to them.

“It was just a small group, not flocks and flocks.”

It was then that she was approached by a member of 3GS, on behalf of Manchester City Council.

They then “demanded her ID”.

Ms Fenn added: “They charged me £120 for littering.

“It would have been more than £150 if I left it more than 10 days.

“It’s outrageous.

“It’s is crazy to treat me the same as someone who throws litter on the floor.”

Ms Fenn then contacted the county council to complain.

She said: “I contacted the council and explained ‘this is crazy’.

“I said ‘if you told me I would have stopped.

“I was shocked.”

When Ms Fenn asked if she could appeal they said she would have to wait until the case proceeded to court.

So, the young woman was forced to pay the fine as she didn’t want it to go up to £150.

She added: “It’s the most expensive lunch ever.

“I’m not going back to Piccadilly Gardens, definitely not. I can’t believe it.

“I’m still angry about it. It’s upsetting how shocking it was, and how embarrassing it was, in front of so many people.”
