Defence secretary Ben Wallace broke down in an interview while discussing the situation in Afghanistan.
The former British Army captain was asked about evacuation efforts during an interview on LBC.
He became visibly emotional while admitting the hastily-arranged operations being conducted by the UK and other Western countries will not be able to rescue everyone.
There are deep fears about the threat to life from the Taliban to people who worked with occupying armies over the last two decades.
His voice cracking, he said: ‘It’s a really deep part of regret for me, erm, some people won’t get back.’
‘Some people won’t get back. And we will have to do our best and third countries to process those people.’
Asked why he appeared to take it so personally, he said: ‘Because I’m a soldier – because it’s sad, and the west has done it’s done, and we have to do our very best to get people out and stand by our obligations and 20 years of sacrifice.’
