There are nine miles of congestion on the anti-clockwise carriageway from junction 17 for Maple Cross, Heretfordshire, to junction 14 near the airport in Hillingdon, west London. The M4 is also busy due to traffic leaving the motorway for the M25 at junction 15.
One lane out of six in the anti-clockwise direction is currently closed, My London says.
Two lanes were reopened but the traffic means motorists should still expect their journeys to take more than an hour longer than usual.
National Highways said: “There is currently nine miles of congestion between Junction 17 and Junction 14 adding at least 70 minutes to normal journey times.
“Please plan ahead this morning.”
There are no diversions in place currently.
But local roads in West Hyde and Denham Green are busy as some drivers are leaving the M25 at junction 17 to find alternative routes.
The A40 is also slow near Gerrards Cross, Buckinghamshire.
