A teenager trying to rebuild her life after being raped by serial sex attacker Joseph McCann said his 34 victims were ‘failed’ by the probation service.

The 17-year-old and her younger brother were attacked in their family home by McCann last year when the monster tied their mother up with hair straighteners.

The girl told BBC News she felt ‘anger and so much upset for everyone that the probation service failed to keep safe’.

She added: ‘He has previous [signs of] sexual abuse and nothing was acted on.’

Her criticisms follow a Government report that found probation services in the south-east and eastern division ‘did not manage McCann effectively’.

He was released from prison in January 2019 before going on a two-week cocaine and vodka-fuelled rampage, abducting and raping his victims aged 11 to 71, at knife-point in London, Watford and the North West.

A Ministry of Justice review found probation, police, and prison authorities had been warned as early as 2011 that McCann had the hallmarks of a sex offender.

The teenage girl said the attack left her with ‘really bad anxiety’.

She explained: ‘Before any of this happened I had a lovely home, a close family and a really good job.

‘After this happened I lost everything, including my family home of 12 years and my relationship with my family.

‘I struggle to sleep each night and live in fear. I can’t be in places on my own and my confidence has gone down since the incident.’

The 17-year-old added: ‘My whole life will be controlled from what happened, living in constant fear of everything. I constantly feel like my life is in danger, I question situations during the day and feel nervous around people.’

During the attack she freed her family after jumping out a first-floor window. She said being her ‘family’s hero’ helps get her out of bed every day.

She added: ‘Knowing I have my whole life to live and I got away from such a dangerous man shows I have courage and the fact I was able to keep my brother and mother safe is enough for me.’

Joseph McCann was sentenced to 33 life sentences and jailed for a minimum of 30 years last December.

McCann, who had addresses in Aylesbury and Harrow, was caught up a tree after police officers interrupted his attempt to rape two 14-year-old girls.

He was called a ‘classic psychopath’, ‘a coward, violent bully and paedophile’ by Mr Justice Edis who presided over the case.

The convicted burglar, one of the UK’s first ASBO teens, had been freed by mistake two months earlier.

He should have been recalled to prison indefinitely after he committed a burglary while on licence.

Instead, he was handed a new fixed prison sentence and released automatically halfway through, without Parole Board involvement, in February 2019.
