Harrowing footage of the incident shows the tot facing outwardly as he tightly grasps onto the ledge.

The family’s neighbour Zhou Shaoting scrambled to rescue the boy by using his own balcony as a platform to reach him.

Footage filmed from below the building shows horrified onlookers forming a crowd.

Mr Shaoting was alerted to the danger after hearing the boy crying.

He immediately alerted the security at the Crystal International Residential District in Siyang in Eastern China.

Neighbours and security guards can be seen desperately attempting to use bed sheets in place of a temporary safety net at the base of the building.

Zhou was unable to find his footing in order to climb up to the boy so he remained stood next to him until emergency services arrived.

He said: “It’s too dangerous, the boy could have fallen to his death if he slips.

He added: “This morning I sent my granddaughter to school. There’s no one at home so I left my phone to my grandson to play and told him to wait at home.”

Mr Zhang learned his grandson pulled a chair by the window and found himself trapped outside when he climbed out.

Zhou has been praised a hero after the dramatic moment made headlines in local news.

One neighbour said: “He is really brave. He is at a height where most people would not dare to stand outside the building.”
