Three women 'forced girl to wear dog shock collar'

Three New Jersey women were arrested after being accused of putting an electric dog collar around 13-year-old girl’s neck to repeatedly shock her — abuse she endured since she was nine-years-old.

Kelly Mennig, 42; Rebecca Mennig, 22; and Rachel Mennig, 20, all face charges in connection to the young girl’s alleged abuse, according to court records. All three women are described as ‘having legal duty for the care’ of the child.

On March 1, Stratford police responded to a call from the girl’s neighbor that she had appeared at her home wearing a ‘dog shock collar,’ the Courier Post reported.

That neighbor, Karen Villec of Stratford Township, told NBC Philadelphia that the child arrived at her doorstep screaming and crying with the dog collar around her neck.

‘My doorbell’s ringing frantically and I open the door and [she] says, “Help me! Help me! Help me! They’re shocking me!”‘ Villec said.

“And because I’m confused, I’m seeing the dog collar, she’s putting it in my hand. And I said, “Is your dog lost?” And she goes “No! No! They’re shocking me!” Shows the marks on her neck.’

When police arrived and also saw the markings on the girl’s neck they took her to an area hospital to be treated.

The child was taken to Jefferson Stratford Hospital to be assessed for other injuries.

While being interviewed at the Camden County Child Advocacy Center, the girl described multiple incidents where each of the women allegedly put the electric collar on her neck to shock her as a form of punishment.

She also described times when the Mennigs deprived her ‘of the appropriate amounts of food and clothing amenities.’ She has since been removed from the home by the state Division of Child Protection and Permanency.

The abuse began when she was nine-years-old and in the fourth grade, the girl told police officials, though charges against the three women span from October 2018 to March 1 of this year.

Stratford Police Department Chief Ronald Morello said the women remain in the Camden County Correctional Facility awaiting a detention hearing Friday at 9 a.m.
