Andrew Neil furiously shuts down Boris’ 20,000 police promise – ‘money for no deal?’

BBC’s Andrew Neil quizzed Boris Johnson supporter Kit Malthouse on where Boris Johnson was getting his money from to fund the cost of increasing the police by 20,000. Mr Malthouse explained that Boris would use funds from the Fiscal Headroom before the BBC host snapped at him for the implications this action would have on Brexit. Mr Neil argued that by doing this, Boris Johnson would be eating into the no deal fund despite not yet knowing whether the UK will be leaving with a deal or not.

The Tory MP explained: “So it will broadly come out of what is called the fiscal headroom which stands at about 26 billion pounds.

“But in the end Andrew you know it is all borrowed money but we think it is an investment worth making.

“Not least because we have seen an uptick in crime that needs to be addressed but also frankly from an economic point of view, confidence about crime and the fact he and I have a history together in London, that low crime leads to a better investment atmosphere.

“People were more likely to come and build businesses in the country, we think it is a good investment.”

Mr Neil quickly replied: “This fiscal headroom that you refer to, a complicated phrase.

‘What it means is it is a kind of allowance that the Chancellor has made in the national accounts that allows the government to borrow some more without breaking its fiscal rules.

“But that money is in case of a no deal Brexit.

“It is not for more police or tax cuts it is in case of a no deal Brexit, you can’t spend that.”

The Tory MP argued that some of it may be for a no deal Brexit before the BBC host interrupted to say that he was incorrect because all of it was meant to be used in the event of a no deal Brexit.

Mr Malthouse continued: “You are quite right Andrew, is the difference between a forecast and the Chancellor’s fiscal rules but fundamentally it is all borrowed money.”

Mr Neil snapped back: “Of course it is borrowed, that is not the issue.

“The issue is that it is laid aside for a no deal Brexit.

“Mr Johnson has made it clear that if he can’t get a deal we leave without a deal on October 31st.

“So he cannot spend that money until we know if we are leaving with a deal or not.”

“Because then he is eating into the no deal Brexit fund.”

While staring down Mr Malthouse replied: “Well he can, on an assumption.

“He has made an assumption, as you know, as part of the Brexit negotiations that we will leave with a deal.”
